Quake 3 Arena 1.16n itself is not released under an open source license. Credit for reverse engineering Quake 3 protocol 43 goes to Thilo Schulz (for ioEF) and Zack Middleton. For more details see the blog post Quake 3 1.16n.

There has not been a release yet (though it is stable). It can be built from the source code.
Source Code
Lilium Arena Classic source code is licensed under the GNU GPLv2 (or at your option, any later version). Lilium Arena Classic does not include the source code the Quake 3 Arena 1.16n game logic (cgame, game, and ui QVMs in baseq3/pak*.pk3) which is under a EULA license that is not compatible with the GPL.
You cannot make a new game using this as the game logic cannot be distributed with the engine.
